Piano regulating is the regular maintenance of the action. Every piano has an action which is a sophisticated mechanical machine, with dozens of moving parts, and thus needs maintenance time to time. Some of those moving parts can deform, ware out, or even tear or brake.
You will notice that some of they keys may become stiff, or they are not in level with the rest of the keyboard, etc. You may find that some notes sound louder, or harsher than the others, while other notes fade. These are in most cases signs of natural tear and ware, and can be rectified by regulating the piano action.
I can carry out this regulating work in situ in most cases, as I’m equipped with all the tools necessary. After regulation, playing on the keyboard will feel a lot more pleasant, and the sound will blend from bass to treble.
